Personal Property Tax - Why am I receiving a Personal Property Tax bill for a property I no longer own?
This is often confusing, but according to Chapter 59 Section 18 of the Massachusetts General Laws, "taxable personal estate within or without the commonwealth shall be assessed to the owner in the town where he is an inhabitant on January 1 before the fiscal year begins", therefore the owner of the property on January 1st is responsible for the taxes owed for that fiscal year.Square Foot Valuations - Could you explain the use of square foot valuations? How is it that a million dollar home has a square foot valuation below that of a home valued much less?
Assessments are based on market indicators for building style, size, grade and condition. Typically, a price per square foot is determined as base cost for a particular type of construction or style. This is determined through sales or discussions with local builders. As a building increases in size, the price per square foot becomes less. It is an economic principle that as size or quantity increases, the price per square foot or unit decreases. A purchaser is not going to pay double the price for double the size in the marketplace. Therefore, there is a size adjustment to the price per square foot but the resulting value for a larger property (all other factors such as grade and condition remaining constant) will be larger. Again, the market sales will dictate this in any particular community.- Chapter 59 Section 11 of the Massachusetts General Laws states that taxes on real estate should be assessed to the person who is the owner on January 1st. The tax bill will carry the January 1st owner's name throughout the entire subsequent year. Once the fiscal year has run it's cycle, the former owner's name will be replaced by the owner's name.
Beautification
This significant landmark is sited on property that was originally donated in 1983 by Fairleigh Dickinson and the Harborview Hotel to commemorate Edgartown's historic whaling heritage. The life-sized sculpture of a finback whale's tail was created by Ovid Osborn Ward in dedication to this whaling community.
The Edgartown Beautification Committee is pleased to be coordinating the restoration of the Whale Tail Park at Memorial Wharf. You are invited to join in the effort by purchasing an engraved brick in your family's name or in memory of a loved one. Engraved bricks will be offered at $200 each. The deadline for ordering bricks is March 1, 2018.

Yes - in the State of Massachusetts a homeowner can wire their own residential building provided they have a permit to do so. We recommend also discussing this with you homeowner's insurance company to see if they have any issues with this under your current policy.
No - As required under Section 4.3.3 of the Massachusetts State Plumbing Code, permits to perform plumbing work shall be issued to licensed plumbers only. Permits to perform plumbing issued to persons licensed by the Board of Examiners of lumbers as Journeyman plumbers only, are issued on condition that such licensed Journeyman plumbers must comply with the definition of a "Journeyman", a person who himself does any work in plumbing subject to inspection under any law, ordinance, by-law, rule or regulation. A violation of this statute shall be subject to penalties as prescribed under Section 6 of Chapter 142 of the General Laws.

Cemetery
Yes, plantings are allowed with the prior consent of the cemetery commissioners, who will determine which plants, shrubs, or trees are acceptable.
Flat markers are available through the Veteran's Administration, at no cost, with the submission of a completed application and discharge paperwork. Both the funeral home and the local veteran's agent have applications and can assist with this process.

Although urn burials are allowed throughout all four cemeteries, there is a designated urn-only burial area located in the New Westside Cemetery. Plots are 4'x4' in size and accommodate multiple urns. The cost for these lots is $250.00. Each lot is allowed three flat markers, but no headstones are allowed in this burial area. One lot may be purchased per family.
One must be a current Edgartown property owner in order to be eligible for purchasing a grave plot. One lot may be purchased per family.
One headstone is allowed for each two-grave lot, and each grave is allowed three flat markers. So a full four-grave lot can accommodate up to two headstones and twelve flat markers. Prior authorization and arrangements with the superintendent are necessary in determining proper location and installation of headstones and flat markers.
Lots are sold as two or four-grave plots, with each grave being 5'x10' in size, and accommodating one full casket burial and multiple urn burials. Two-grave plots cost $1,400.00 and four-grave plots cost $2,800.00. One lot may be purchased per family.
New Westside Cemetery has the only available space left for purchase. One lot may be purchased per family.

Tax bills are typically mailed out twice a year, on June 30th and Dec 31st. Each bill contains 2 payment coupons for a total of 4 yearly payments. The 2 payments from the June 30th bill are due Aug 1st and Nov 1st. The 2 payments from the Dec 31st bill are due Feb 1st and May 1st.
Please Note: There are no payment reminders sent, just the 2 bills which contain 2 payment coupons each.

Everyone over 15 fishing for finfish in saltwater in the State of Massachusetts is required to have a saltwater fishing license. If you have one already for NH, RI, or CT, that license will be recognized by the State of Massachusetts. For more information and a license application, visit mass.gov.

How to obtain a marraige license:
- Both parties must apply together in person at any City or Town Clerk's Office in Massachusetts.
- There is a mandatory three day waiting period before you may pick up the license from the date of filing. To get married on a weekend the Tuesday before is the last possible day to file your intentions and pick-up your license on Friday.
- It may be possible to get a court waiver to waive the three day waiting period provided that there is a Judge available. The fee is $195.00. For information and help on this please call the Superior Court Office at 508-627-4668.
- The Marriage License is valid for 60 days from the date intentions are filed, and may be used in any Massachusetts City or Town. It is not valid outside the State.
- Pre-marital blood tests are no longer required in Massachusetts.
- The filing fee is $30.00 in Edgartown. You may request Certified Copies for $10.00 each.
- The Justice of the Peace or member of the Clergy who performs you ceremony must complete and sign the original license and return it to the Clerk of the Town where it was issued.
- Please check with the Social Security Administration and avoid possible IRS tax problems. your Social Security Number must match up with your new name (if changing your last name). All you need is a new SS-5 form (this link will bring you to the Social Security page with more information and that form). Names matched to Social Security Numbers are necessary to correctly and efficiently process your tax returns.

Wastewater
Connections to Town Sewer depend on the location of the property, and it's proximity to existing sewer mains, either gravity mains or low-pressure pump mains. A call to the Wastewater Facility (508) 627-5482 with the address and Map and Lot number can help them establish whether the property in question can be connected, and if so, to advise what follow-up steps would be required. New connections are installed by the property owner's contractor, at their expense, once the Sewer Application has been completed and approved by the Wastewater Department, Building Inspector, Board of Health, Water Department, and Conservation. New construction is subject to the Bedroom Regulations if it is connected to sewer.
